2022 Edition 4 MONTHLY STATISTICAL BULLETIN Industrial Production registers a year-on-year rate of change of -3.2% In January 2022, year-on-year: • The Industrial Production Index (IPI) registered a rate of change of -3.2% (0.8% in the previous month), a result largely determined by the strong contraction in energy production and car manufacturing; • Excluding Energy and Investment, the rate of change concerning the IPI was 1.8% (2.4% in December); • The rate of change in Manufacturing industry stood at -1.7% (1.6% in the previous month); • Themajor industrial groupings thatmakeup the IPI registered disparate developments. 2022 Edition 6 MONTHLY STATISTICAL BULLETIN Industry Turnover Index (year-on-year rate of change) Consumer goods Industry Turnover Index (year-on-year rate of change) Intermediate goods The Industry turnover increased by 18.8% In January 2022, the Industrial Turnover Index (ITI) registered a nominal year-on-year growth of 18.8% (18.3% in the previous month). Excluding Energy, the index increased by 16.8% (20.0% in December). By market type, industrial sales registered the following rates of change compared to the same month of 2021: • Domestic market: 12.5% (11.3% in December); • Non-domestic market: 30.2% (24.6% in December). These results continue to be significantly influenced by the variation in industrial prices, in particular energy, whose index increased by 17.9% in January (20.0% in the previous month). Between 2020 and 2021, that proportion was 48.8% In the 4th quarter of 2021, compared to the previous quarter: • Of the unemployed: » 52.8% (168,200) remained in that condition; » 27.1% (86.5 thousand) became employed; » 20.1% (64.0 thousand) became inactive. • Concerning those who became employed: » Approximately one in three are short term unemployed (32.7%; 54.0 thousand); » One in six people belong to the "potential labour force" (17.4%; 31,200); • A total of 9.9% (72,900) of self-employed people became employees; • 1.9% (77.7 thousand) of the employees moved to self-employment; • One in every five employees who had a fixed-term or other types of contract now has an open-ended contract (20.3%; 143.2 thousand); • Of those who remained employed, 3.6% (168,400) changed jobs. The results for the 3rd quarter of 2021 concerning the flows between labour market status for the population aged 15-74, released by Eurostat on the 13th January 2022, show that: • The proportion of people in Portugal who were unemployed in the second quarter of the same year and who moved on to employment (28.8%) was 2.8 percentage points (p.p.) higher than the figure for people in the same circumstances in the EU as a whole; • In the same period, around one in four of the unemployed people in Portugal moved into inactivity, while in the European Union this flow represented around one in five; • Except for the two previous flows, the differences between Portugal and the European Union do not exceed, in absolute value, 1.0 p.p. MARCH 2022 9 In 2021: • Of the total unemployed in 2020: » 31.3% (109.6 thousand) remained in that condition; » 48.8% (171,300) moved into employment; » 19.9% (69.9 thousand) moved into inactivity; • Of the short-term unemployed in 2020, 57.2% (133,800) transitioned into employment within one year; • Of those unemployed for 12 months and more, 32.1% (37,500) moved into employment; • 10.5% (69.4 thousand) of the self-employed people became employees; • 35.6% (253.8 thousand) of employees who had a fixed-term or other types of contract moved to an open-ended contract; • Of the people who had a part-time job, 27.6% (103,800) moved to full-time employment in 2021. 2022 Edition 10 MONTHLY STATISTICAL BULLETIN 15.1% of self-employed are in an economic dependence situation and 11.4% are in organisational dependence When considering the 687.3 thousand self-employed in 2021 and referring to the last twelve months: Between 2 and 9 clients, none dominant 17.6% 10 or more clients, none dominant 65.4% No clients 1.8% Only 1 client 10.1% Between 2 and 9 clients and one dominant 3.7% 10 or more clients and one dominant 1.3% Other 15.1% This means that 15.1% (104.1 thousand) of the self-employed had a client who represented 75% or more of the income from their activity (after taxes), which is an indicator of economic dependence. Of the total number of self-employed: • 72.4% (497.8 thousand) determined their working hours without restrictions; • For 16.1% (110.9 thousand), the working hours were determined by a circumstance other than their customers (by legal provisions, for example); • For 11.4% (78.6 thousand), the working hours were set by the clients, which is an indicator of organisational dependence. By activity sector, the existence of a single client was more predominant in the primary sector (36.0%), while in the tertiary sector it was more common to have 10 or more clients, none of which was dominant (74.3%). MARCH 2022 11 MONTHLY STATISTICAL BULLETIN In February, the unemployment rate stood at 5.8% and the labour underutilisation rate at 11.0% The monthly estimates presented correspond to moving quarters, where the reference month is the central month of each of these quarters. Thus, the definitive estimates for January include December, January, and February, while the provisional estimates for February comprise January, February, and March. The estimates are calculated considering the population aged 15 to 74 years and the figures are seasonally adjusted. In February 2022 (provisional results): • The employed population decreased by 0.3% compared to the previous month and increased by 3.0% when compared with the same month of 2021; • The unemployed population (297.5 thousand) remained practically unchanged vis-à-vis the previous month and decreased by 13.3% compared to February 2021; • The unemployment rate stood at 5.8%, the same as in the previous month, but 1.0 p.p. less than a year earlier; • The labour underutilisation rate stood at 11.0%, representing reductions of 0.2 p.p. when compared to January 2022 and 2.5 p.p. vis-à-vis the same month of the previous year. MARCH 2022 13 MONTHLY STATISTICAL BULLETIN More information is available at: New housing construction cost index – January 2022 10 de março de 2022 It is estimated that in January 2022, the following year-on-year rates of change concerning construction costs for new housing had been registered: • Construction cost index for new housing (CCINH): 7.2% (7.0% in the previous month); • Cost of materials: 9.1% (8.2% in the previous month); • Labour costs: 4.5% (5.2% in the previous month). Regarding the month-on-month rates of change, the estimated rates for January 2022 were: • CCINH: 1.1% (-1.2% in December); • Price of materials: 2.7% (-0.5% in December); • Labour costs: -1.1% (-2.3% in December). MARCH 2022 15 MONTHLY STATISTICAL BULLETIN The number of building permits and completed buildings stood above that of the pre-pandemic period In the 4th quarter of 2021: • The number of building permits (5.6 thousand) decreased by 4.7% year-on-year (+2.2% in the previous quarter) and 6.0% compared to the 4th quarter of 2019; • Building permits for new construction recorded a year-on-year decrease of 0.5% (+5.4% in the previous quarter) and a nil change compared to the same quarter of 2019; • Renovation permits decreased by 11.7% year-on-year (-5.4% in the previous quarter) and 18.3% by comparison with the 4th quarter of 2019; • The number of completed buildings (3.9 thousand) recorded a year-on-year growth of 2.0% (+5.5% in the previous quarter) and an increase of 3.8% compared to the same quarter of 2019; • Of the total number of buildings permits, 75.0% were new constructions and, of these, 81.4% were for family housing; • Of the total number of completed buildings, 80.3% were new constructions, 75.0% of which were for family housing. Permits and completed buildings (monthly year-on-year rates of change) Compared to the previous quarter: • The number of licensed buildings decreased by 8.9% (-8.5% in the previous quarter); • The number of completed buildings increased by 1.3% (+4.1% in the previous quarter). In 2021 as a whole: • A total of 25,100 buildings were licensed, representing increases of 8.9% compared to 2020 and 4.2% compared to 2019; • A total of 15,200 buildings were completed, corresponding to increases of 4.1% compared to 2020 and 8.0% compared to 2019; • When considering the whole year: » The 19.6% growth in the first half of the year compared to the same period of 2020 is noteworthy, to which mainly contributed the buildings licensed in the months in which many of the services of the Municipalities were closed or with limitations: March (+47.1%), April (+73.4%), and May (25.8%); Compared to the first half of 2019, the increase was 8.9%; » The second half registered a decrease of 1.2% compared to the same period of 2020 and a decrease of 0.8% compared to the same period of 2019. MARCH 2022 17 MONTHLY STATISTICAL BULLETIN Brank appraisals went up to €1,314 per square metre In February 2022, the median bank appraisal value was €1,314 per m2, i.e., an increase of €22 (1.7%) compared with the previous month. The largest increase in comparison with the previous month was registered in Alentejo (2.6%) and Região Autónoma da Madeira had a declining month-on-month rate of change (-0.2%). In comparison with the same period of the previous year, the median value of the bank appraisals increased by 11.9% (10.4% in January). The most intense rate of change was registered in Algarve (19.0%) and the lowest occurred in Alentejo (7.9%). Median value of bank appraisals – February 2022 Apartments and houses (euros/m2) In February, the number of reported bank appraisals, which supports the results presented, was around 29,000, up 24.2% from the samemonth of the previous year (bear in mind that this evolution is influenced by a base effect arising from the pandemic containment measures implemented in early 2021). Of the reported appraisals: • Around 19,000 were apartment appraisals; • Around 10,000 were house appraisals. The analysis by type of dwelling reveals that, in February 2022 and in year-on-year terms, the median bank appraisal value: • Concerning apartments, it increased by 13.2%, to €1,462 euros/m2; • Concerning houses, it increased by 7.4%, to €1,047/m2. MARCH 2022 19 MONTHLY STATISTICAL BULLETIN The transport of passengers increased in the last quarter, but the annual results for 2021 are still far from those of 2019 In the 4th quarter of 2021: • National airports handled 9.8 million passengers (+212.9% compared to the same quarter of 2020 and -26.9% compared to the same period of 2019); • 39.8 million passengers were carried by train and 48.6 million by light railway systems, corresponding to increases of 40.6% and 44.9%, respectively, compared to the 4th quarter of 2020, and reductions of 18.9% and 35.1%, in the same order, compared to the same period in 2019; • Inland waterway passenger transport amounted to 3.8 million, i.e., an increase of 37.2% compared to the same period in 2020 (+6.5% in the 3rd quarter of 2021) and a reduction of 29.2% compared to the 4th quarter of 2019; • Concerning the transport of goods: » By air, there was a 31.5% increase compared to the 4th quarter of 2020 (lower, therefore, than the year-on-year rates of change registered in the two previous quarters: +52.5% in the 3rd and +108.3% in the 2nd), but still below (-7.0%) the value observed in the same period of 2019; » By rail, there were increases of 17.5% compared to the same period in 2020 (+16.5% in the 3rd quarter of 2021) and 3.9% compared to the same period in 2019; » By sea, there was a 1.2% decrease compared to the 4th quarter of 2020 (+0.7% in the 3rd quarter of 2021), and there was also a reduction compared to the 4th quarter of 2019 (-3.6%); » Road freight recorded a slight year-on-year increase (+1.2%) compared to the 4th quarter of 2020, a follow up of what occurred in the previous quarter (+1.6%). MARCH 2022 35 MONTHLY STATISTICAL BULLETIN In 2021, the revenue tripled but stood below that of January 2020 Guests and overnight stays In January 2022: • The tourist accommodation sector1 recorded: » 853.2 thousand guests, which represents an increase of 183.7% in year-on-year terms (+148.9% in December 2021); » 2.0 million overnight stays, which corresponds to a year-on-year increase of 185.9% (+169.7% in the previous month); • The number of guests and overnight stays was still lower than that registered in January 2020 (pre-pandemic): 39.9% fewer guests and 38.% fewer overnight stays in January 2022; • The domestic market contributed 857.7 thousand overnight stays and grew by 104.5% year-on-year; • Concerning the external markets, they registered a year-on-year increase of 308.7%, with 1.1 million overnight stays; • Compared to January 2020, there were decreases in overnight stays, both from residents (-20.1%) and non-residents (-47.9%); 1 It includes three types of accommodation facilities: hotel establishments (hotels, apartment hotels, tourist apartments, tourist villages, pousadas and quintas da Madeira), local accommodation with 10 or more beds (according to the statistical threshold defined by EU Regulation 692/2011) and rural/lodging tourist.
