MARCH 2022 15 MONTHLY STATISTICAL BULLETIN The number of building permits and completed buildings stood above that of the pre-pandemic period In the 4th quarter of 2021: • The number of building permits (5.6 thousand) decreased by 4.7% year-on-year (+2.2% in the previous quarter) and 6.0% compared to the 4th quarter of 2019; • Building permits for new construction recorded a year-on-year decrease of 0.5% (+5.4% in the previous quarter) and a nil change compared to the same quarter of 2019; • Renovation permits decreased by 11.7% year-on-year (-5.4% in the previous quarter) and 18.3% by comparison with the 4th quarter of 2019; • The number of completed buildings (3.9 thousand) recorded a year-on-year growth of 2.0% (+5.5% in the previous quarter) and an increase of 3.8% compared to the same quarter of 2019; • Of the total number of buildings permits, 75.0% were new constructions and, of these, 81.4% were for family housing; • Of the total number of completed buildings, 80.3% were new constructions, 75.0% of which were for family housing. Permits and completed buildings (monthly year-on-year rates of change) Compared to the previous quarter: • The number of licensed buildings decreased by 8.9% (-8.5% in the previous quarter); • The number of completed buildings increased by 1.3% (+4.1% in the previous quarter). In 2021 as a whole: • A total of 25,100 buildings were licensed, representing increases of 8.9% compared to 2020 and 4.2% compared to 2019; • A total of 15,200 buildings were completed, corresponding to increases of 4.1% compared to 2020 and 8.0% compared to 2019; • When considering the whole year: » The 19.6% growth in the first half of the year compared to the same period of 2020 is noteworthy, to which mainly contributed the buildings licensed in the months in which many of the services of the Municipalities were closed or with limitations: March (+47.1%), April (+73.4%), and May (25.8%); Compared to the first half of 2019, the increase was 8.9%; » The second half registered a decrease of 1.2% compared to the same period of 2020 and a decrease of 0.8% compared to the same period of 2019.
