Em setembro passado o INE teve a responsabilidade
e a honra de ser o anfitrião da Conferência de Diretores-
Gerais dos Institutos Nacionais de Estatística da UE
(DGINS 2015). Que balanço faz deste evento e do
Memorando aí adotado?

Last September Statistics Portugal had the honour
and responsibility of hosting the Conference of Directors
General of the EU National Statistical Institutes (DGINS
2015). What is your assessment of this event and of the
Memorandum that was adopted?
Diz-se habitualmente que “não se é bom juiz em causa
própria”. Normalmente ouso sê-lo, confiando no grau
de exigência da minha consciência …
O evento ─ na realidade, um conjunto de eventos ─ foi,
de facto, um sucesso, estatística, cultural e socialmente
falando.
Estou muito confortável ao afirmá-lo porque, logo
na altura e posteriormente, muitos dos participantes
expressaram o seu grande agrado pelo modo como
decorreram os trabalhos e como foram recebidos em
Lisboa e resumiram o seu apreço do seguinte modo:
“Os DGINS de Lisboa constituíram um
benchmarking
desafiante para os Estados Membros organizadores das
próximas conferências dos DGINS”.
O legado da Conferência dos DGINS 2015,
consubstanciado no “Memorando de Lisboa” sobre
”
Indicators for decision making and monitoring
”,
reveste-se de grande atualidade e oportunidade e vai
certamente orientar o Sistema Estatístico Europeu no
próximo futuro.
Não é excessivo, da minha parte, salientar, mais uma
vez, o profissionalismo da equipa do INE que tornou
possível o evento e todo o brilhantismo que o rodeou.
It is usually said that “one should not act as both judge
and jury”. Normally I dare to do so, relying on the
demanding nature of my conscience...
The event – actually a set of events – was indeed a
success: statistically, culturally and socially speaking.
I am very comfortable in stating this because, at the time
of the event and even after, many of the participants
expressed their satisfaction on the way the conference
was organised and on how they were welcomed in
Lisbon. Their appreciation is summarised as follows: “The
DGINS in Lisbon constituted a challenging benchmark
for Member States which will organise upcoming DGINS
conferences”.
The legacy of the DGINS Conference 2015, embodied
in the Lisbon Memorandum on ”Indicators for decision
making and monitoring”, is of great relevance and
opportunity and will certainly guide the European
Statistical System in the near future.
I must stress, once again, that it was the professionalism
of our team that made this conference possible, as well
as all the liveliness surrounding the event.
