Legislation Project in Portuguese-speaking Countries
O INE de Portugal tem vindo a apoiar os países
africanos de língua portuguesa, desde início dos anos
90, na conceção da arquitetura e da organização dos
seus Sistemas Estatísticos Nacionais (SEN), bem como
na formulação da respetiva legislação e no reforço
da capacidade de gestão e funcionamento dos INEs.
A cooperação com os PALOP no domínio da Legislação
estatística incide fundamentalmente na estruturação de
enquadramentos legais para os respetivos SEN, no apoio
à criação ou funcionamento de Conselhos Superiores
de Estatística e na implementação de sistemas do
contencioso estatístico.
Statistics Portugal has been supporting the Portuguese-
speaking African countries, since the early 90’s,
in designing the architecture and organisation of
their National Statistical Systems (NSS), as well
as in the formulation of the respective legislation
and strengthening the management capacity and
functioning of the NSIs. Cooperation with PALOP
countries in the field of statistical Legislation mainly
focuses on the structuring of legal frameworks for the
respective NSS, supporting the creation or functioning
of National Statistical Councils and implementing
statistical litigation systems.
Até 2012 esta cooperação revestiu-se de uma natureza
essencialmente bilateral, de acordo com Protocolos ou
Memorandos de Entendimento vigentes entre o INE
de Portugal e cada um dos parceiros. Com a aprovação
do primeiro programa multilateral e plurianual de
capacitação estatística da CPLP, a cooperação na área
de Legislação passou a constituir-se como subprojecto
da componente de Apoio Institucional. Neste âmbito
têm-se vindo a realizar múltiplas ações, asseguradas
pela equipa técnica do Serviço Jurídico e Contencioso
do INE de Portugal, em articulação, quando necessário,
com outras Unidades Orgânicas para providenciar uma
assistência técnica adequada às necessidades dos
parceiros.
Until 2012 this cooperation framework was essentially
bilateral, pending on existing Protocols or Memoranda
of Understanding between Statistics Portugal and each
partner. With the approval of the first multilateral and
multiannual statistical training programme for the
Lusophone community (CPLP), cooperation in the legal
area became a subproject in the broader Institutional
Support component. Multiple cooperation activities
have been held within this scope, benefiting from the
technical expertise of Statistics Portugal Legal Unit and
other Units, called upon when needed to address specific
needs from partner countries.
