Who decides that data are confidential?

General rules are defined, which must be applied by all those integrated in the National Statistical System. The simplest rule lays down that all results relating to less than three observation units have to be considered as confidential. If they relate to one unit, the information is directly obtained; if relating to two units, each one of them may obtain information from the other indirectly (by the difference between the total and the information which it holds).
