This publication updates previous studies on construction pressure and provides a set of regional and municipal indicators that characterise construction dynamics across the national territory.

The territorial analysis covers the period from 2011 to 2023 and focuses on potential construction dynamics and urban planning activity in Portugal, with particular emphasis on the calculation of construction pressure across NUTS III regions. It includes rankings based on the number of dwellings authorised through building permits, regional comparative ratios, and a characterisation of municipalities and regions according to trends in residential building permits. The publication also presents an analysis of building construction dynamics using various indicators and the evolution of licensed areas by type of construction work.
