In 2025, 26,227 building permits were issued, representing an increase of 1.4% compared with the previous year (+7.8% in 2024). In the same year, 48,844 dwelling permits were issued in Portugal, 14.6% more than in 2024 (42,612 dwellings), corresponding to the highest figure since 2011.
It is estimated that 16,964 buildings have been completed in 2025, 3.0% less than in the previous year. The number of completed dwellings was estimated at 30,425, representing an increase of 8.7% compared with 2024.
In 2025, 169,812 family dwellings were transacted, approximately 13,500 more than in 2024 (+8.6%). The number of bank appraisals made by experts employed by bank institutions within the scope of granting mortgage loans exceeded 146,000, approximately 6,000 more than in the previous year and the highest figure since 2009. The increase in the number of bank appraisals (+4.3%) was lower than the growth in the number of transactions (+8.6%).
The median price of family dwellings in Portugal was €2,076/m² in 2025, representing an increase of 16.8% compared with the previous year. The median house price remained above the national figure in the sub-regions of Grande Lisboa (€3,439/m²), Algarve (€3,139/m²), Península de Setúbal (€2,596/m²), Região Autónoma da Madeira (€2,500/m²) and Área Metropolitana do Porto (€2,305/m²).
In the same year, the median rent of the 149,628 new lease agreements for family dwellings in Portugal reached €9.29/m², increasing by 9.7% compared with the previous year. The number of new lease agreements also increased by 5.4%.
