COOPSTAT NEWS N.º 27 4 Bem-vindos à nova edição da COOPSTAT! É com grande satisfação que partilhamos a mais recente edição da COOPSTAT, dedicada às ações de cooperação internacional desenvolvidas entre janeiro e julho de 2025. Este número destaca iniciativas presenciais e virtuais que reforçaram o papel do INE no panorama estatístico lusófono, europeu e internacional, incluindo a organização e o acolhimento de eventos de elevada visibilidade. No espaço lusófono, evidenciamos diversas atividades bilaterais com os nossos parceiros de Angola, Brasil, Cabo Verde e Moçambique, em áreas como Inquéritos de Satisfação, Indicadores de Confiança na Indústria, Análise de Conjuntura, Estatísticas do Turismo, Sistemas de Avaliação de Desempenho, Censos da População e Habitação e Estatísticas das Empresas, bem como na cooperação com Conselhos Superiores de Estatística. No contexto europeu, destacamos a organização de dois eventos de relevo no âmbito do Sistema Estatístico Europeu: um Hackathon de Ciência de Dados e a cerimónia de entrega de prémios da Competição Europeia de Estatística. Assinala-se ainda uma visita do INE da Polónia sobre Contas Económicas da Agricultura Regionais, a visita de uma delegação multidisciplinar do INE da Sérvia, realizada no quadro do Instrumento de Assistência de Pré-Adesão à União Europeia, bem como a visita do Chief Statistician e Diretor da Direção de Estatísticas e Dados da OCDE, Steve MacFeely. A nível internacional, o INE teve a honra de acolher duas reuniões técnicas de grande relevância: a UNECE Expert Meeting on Statistical Data Collection and Sources e a Third Technical Meeting on the Revision of the UN Handbook on Household Surveys — ambas centradas na modernização e inovação dos processos de produção e recolha estatística. Regista-se igualmente um encontro virtual com o Statistics Canada para troca de experiências e inovações sobre recolha de dados. Ainda no âmbito da UNECE, merece destaque a iniciativa Communication Fortnights, levada a cabo no âmbito de uma task team copresidida pelos INEs da Polónia e Portugal. Desejamos a todos uma leitura agradável — e, para quem parte de férias, que esta edição seja uma excelente companhia de Verão! Welcome to the latest edition of COOPSTAT! We are pleased to share the latest edition of COOPSTAT, dedicated to the international cooperation activities carried out between January and July 2025. This issue highlights both in-person and virtual initiatives that have strengthened Statistics Portugal role within the Portuguese-speaking, European, and broader international statistical landscape, including the organisation and hosting of high-profile events. Within the Portuguese-speaking context, we highlight several bilateral activities with our partners from Angola, Brazil, Cabo Verde and Mozambique, covering areas such as Satisfaction Surveys, Industrial Confidence Indicators, Economic Outlook Analysis, Tourism Statistics, Performance Evaluation Systems, Population and Housing Censuses and Business Statistics, as well as cooperation with Statistical Councils. At the European level, we underline the organisation of two major events within the European Statistical System: a Data Science Hackathon and the award ceremony of the European Statistics Competition. Also noteworthy are a study visit from Statistics Poland on Regional Economic Accounts for Agriculture, the visit of a multidisciplinary delegation from the Statistical Office of Serbia, carried out under the EU Instrument for Pre-Accession Assistance, and the visit of Steve MacFeely, Chief Statistician and Director of the Statistics and Data Directorate at the OECD. On the international stage, INE had the honour of hosting two important technical meetings: the UNECE Expert Meeting on Statistical Data Collection and Sources and the Third Technical Meeting on the Revision of the UN Handbook on Household Surveys — both focused on modernising and innovating statistical production and data collection processes. Also noteworthy was a virtual meeting with Statistics Canada to exchange experiences and innovations on data collection. Still within the UNECE framework, we also highlight the Communication Fortnights initiative, developed under a task team co-chaired by the NSIs of Poland and Portugal. COOPSTAT NEWS N.º 27 5 COOPERAÇÃO COM PAÍSES DE LÍNGUA PORTUGUESA COOPERATION WITH PORTUGUESE-SPEAKING COUNTRIES Programa Estatístico da CPLP Projeto ODS | CPLP Statistical Programme – SDG Project No início de 2025, foram retomadas as reuniões mensais de trabalho com os pontos focais dos INE dos países da CPLP, no âmbito da preparação da publicação “CPLP em Números – Edição ODS”. Estas sessões têm sido fundamentais para o alinhamento técnico entre os diversos INEs da CPLP, embora tenham surgido alguns desafios relacionados com a disponibilidade de dados comuns a todos os Estados-membros. Face a estas dificuldades, durante a X Conferência de Estatística da CPLP — realizada em dezembro de 2024, em Cabo Verde — os Presidentes e Diretores-Gerais dos INE acordaram em estabelecer novos critérios orientadores para o grupo técnico responsável pela elaboração da publicação. Entre eles, destacam-se: • “Para colmatar as lacunas de dados provenientes das fontes nacionais, deverá recorrer-se a indicadores disponíveis na base de dados global das Nações Unidas, desde que estes estejam acessíveis para todos, ou para a maioria dos países da CPLP, e que abranjam os diferentes ODS da Agenda 2030”; • “Para aumentar o número de indicadores ODS incluídos na publicação, deverá utilizar-se informação disponível para, pelo menos, quatro países da CPLP, com indicação expressa da fonte utilizada (seja nacional ou da base de dados global da ONU)”. A adoção destes critérios permitiu uma melhoria significativa na recolha de informação, com recurso combinado a fontes nacionais e internacionais. O primeiro semestre de 2025 marcou uma nova etapa nos trabalhos, com os pontos focais a iniciarem a recolha de dados para a série 2015–2025. A conclusão desta fase está prevista para breve, após o que os esforços se concentrarão na análise, discussão, definição e estruturação final da publicação. At the beginning of 2025, monthly working meetings resumed with the focal points of the NSIs of the CPLP countries, in preparation for the publication “CPLP in Figures – SDG Edition.” These sessions have been essential for ensuring technical alignment among the various NSIs of the CPLP, although some challenges have emerged regarding the availability of data common to all member states. In light of these difficulties, during the 10th CPLP Statistics Conference — held in Cabo Verde in December 2024 — the Presidents and Director-Generals of the NSIs agreed on the establishment of new guiding criteria for the technical group responsible for preparing the publication. Among these, the following stand out: • “To address data gaps from national sources, indicators available in the United Nations global database should be used, provided they are accessible for all, or the majority of CPLP countries, and cover the various SDGs under the 2030 Agenda”; • “To increase the number of SDG indicators included in the publication, data available for at least four CPLP countries should be used, with clear reference to the source (whether national or from the UN global database). The implementation of these criteria has led to notable improvements in data collection, through the combined use of national and international sources. The first half of 2025 marked a new stage in the work, with the focal points initiating data collection for the 2015–2025 time series. This phase is expected to be concluded shortly, after which efforts will focus on the analysis, discussion, definition, and final structuring of the publication. COOPSTAT NEWS N.º 27 6 Cooperação com os Países de Língua Portuguesa Cooperation with Portuguese-speaking Countries COOPERAÇÃO COM ANGOLA | COOPERATION WITH ANGOLA Partilha de experiências sobre inquéritos à satisfação dos utilizadores | Sharing experience on user satisfaction surveys On 28 March, a virtual meeting was held between Statistics Portugal (INE-PT) and the National Statistical Institute of Angola (INE-AO), at the request of the latter, with the aim of receiving technical support in user satisfaction surveys. INE-PT shared its approach within the framework of its integrated management system, which includes a dedicated procedure for collecting feedback and measuring satisfaction from different types of users (including respondents/ information providers). Examples of applied surveys, data collection methodologies, and strategies for result analysis were presented, alongside clarifications to specific questions raised by INE-AO. The meeting was led by the Planning, Control and Quality Unit, which manages the system at Statistics Portugal, in coordination with other units such as the Dissemination Unit (for user surveys) and the Data Collection and Management Department (for respondents/information providers). INE-AO expressed its appreciation for Statistics Portugal’s availability and cooperation, highlighting the relevance and value of the shared materials and insights. This exchange will contribute significantly to enhancing INE-AO’s own statistical processes. Realizou-se, a 28 de março, uma reunião virtual entre o INE de Portugal (INE-PT) e o INE de Angola (INE-AO), a pedido deste último, com o objetivo de obter apoio técnico na área dos inquéritos à satisfação dos utilizadores. O INE-PT partilhou a sua abordagem no âmbito do sistema de gestão integrada, que inclui um procedimento específico para recolher a opinião e avaliar a satisfação de diferentes tipologias de utilizadores (incluindo respondentes/ prestadores de informação). Foram apresentados exemplos de inquéritos aplicados, metodologias de recolha e estratégias de análise dos resultados, bem como clarificadas as dúvidas colocadas pelo INE-AO. O encontro foi assegurado pelo Serviço de Planeamento, Controlo e Qualidade, responsável pela gestão do sistema no INE-PT, em articulação com outras Unidades, tais como o Serviço de Difusão (junto dos utilizadores) e o Departamento de Recolha e Gestão de Dados (junto dos respondentes/ prestadores de informação). O INE de Angola agradeceu a disponibilidade e a colaboração do INE de Portugal, sublinhando a relevância dos conteúdos partilhados e a utilidade das respostas obtidas, que certamente contribuirão para o reforço e melhoria dos seus próprios processos estatísticos.
COOPSTAT NEWS N.º 27 7 Cooperação com os Países de Língua Portuguesa Cooperation with Portuguese-speaking Countries COOPERAÇÃO COM O BRASIL | COOPERATION WITH BRAZIL INE e IMB iniciam colaboração sobre inquéritos e indicadores económicos | Statistics Portugal and IMB launch collaboration on surveys and economic indicators A 3 de julho, teve lugar uma reunião virtual entre o Instituto Nacional de Estatística de Portugal e o Instituto Mauro Borges (IMB) de Pesquisa e Política Económica, do estado brasileiro de Goiás, com vista a uma futura colaboração no desenvolvimento de indicadores de confiança da indústria e de formação bruta de capital fixo (FBCF). O IMB esteve representado pelo seu Diretor Executivo, Erik Figueiredo, pelo Superintendente de Estudos e Projeções Macroeconómicas, Savio Luan, e pelo Gerente de Projeções Macroeconómicas, Gustavo Silva. Durante o encontro, apresentaram os seus planos para criar inquéritos económicos regionais, inspirados em práticas internacionais, incluindo as do INE, e adaptados à realidade socioeconómica de Goiás. Os principais temas a aferir incluem confiança empresarial, regulamentação e investimento, entre outros aspetos relevantes para este estado brasileiro, fortemente alicerçado no setor agropecuário. O INE partilhou a sua experiência no contexto europeu e recomendou a adaptação metodológica ao contexto estadual. Também esclareceu a metodologia portuguesa de cálculo da FBCF, salientando o seu alinhamento com as contas trimestrais. A reunião foi assegurada pelos Serviços de Contas Trimestrais e Análise de Conjuntura do Departamento de Contas Nacionais e pelo Serviço de Metodologia, do Departamento de Metodologias e Sistemas de Informação do INE de Portugal. Estes manifestaram disponibilidade em dar continuidade a esta cooperação técnica, que deverá decorrer preferencialmente em modalidade remota. On 3 July, a virtual meeting took place between Statistics Portugal and the Mauro Borges Institute for Research and Economic Policy (IMB), from the Brazilian state of Goiás, aiming to establish future cooperation in developing industrial confidence indicators and gross fixed capital formation (GFCF) statistics. The IMB was represented by its Executive Director, Erik Figueiredo, the Superintendent for Macroeconomic Studies and Forecasts, Savio Luan, and the Manager for Macroeconomic Forecasts, Gustavo Silva. During the meeting, they presented their plans to develop regional economic surveys inspired by international practices — including those of INE — and adapted to the socioeconomic context of Goiás. Key topics to be measured include business confidence, regulation, and investment, all critical elements for this Brazilian state, whose economy is heavily based on the agricultural sector. Statistics Portugal shared its experience within the European statistical framework and recommended methodological adjustments tailored to regional specificities. It also clarified the Portuguese methodology for calculating GFCF, highlighting its consistency with quarterly national accounts. The meeting was led by the Quarterly Accounts and Shortterm Analysis Unit of the National Accounts Department and the Methodology Unit of the Methodology and Information Systems Department from Statistics Portugal. Both teams expressed their willingness to support this technical cooperation, which is expected to be conducted remotely.
Cooperação com os Países de Língua Portuguesa Cooperation with Portuguese-speaking Countries COOPSTAT NEWS N.º 27 8 COOPERAÇÃO COM CABO VERDE | COOPERATION WITH CABO VERDE No primeiro semestre de 2025, a cooperação estatística com Cabo Verde registou um dinamismo particularmente relevante. Foram realizados diversos encontros virtuais que permitiram prestar apoio técnico regular e atempado em áreas prioritárias identificadas pelo INE de Cabo Verde. Entre os domínios abordados destacam-se os inquéritos qualitativos de conjuntura, o inquérito às deslocações dos residentes e o sistema de gestão do desempenho. Esta colaboração contínua reflete o compromisso partilhado de reforçar capacidades estatísticas e promover o alinhamento com boas práticas internacionais. É também de relevar a colaboração no âmbito da atividade dos Conselhos Superior/ Nacional de Estatística. In the first half of 2025, statistical cooperation with Cabo Verde was particularly significant. Several virtual meetings were held, allowing for regular and timely technical support in key areas prioritised by the NSI of Cabo Verde. These included short-term analysis, Survey on Residents’ Travel, and performance management system. This ongoing collaboration reflects the shared commitment to strengthening statistical capacity and aligning with international best practices. It is also worth highlighting the collaboration within the framework of the activities of the Statistical Councils. The meetings proved highly valuable, with both sides sharing best practices, ongoing initiatives, and relevant documentation — alongside a clear intent to keep collaborating in the future. O SCSE reforçou o apoio ao CNEST de Cabo Verde e desejou sucesso nos seus projetos e futuras ações. The visitors were welcomed by António Rua, President of Statistics Portugal Board and Vice-President of the Statistics Council, Maria João Zilhão, member of Statistics Portugal Board and President of the CSE Permanent Section for Statistical Coordination, as well as by Conceição Veiga, Director for External Relations and Cooperation Unit, Cláudia Pina, Secretary of the Statistics Council, and by senior experts of the SCSE, Paulo Cocco, Helena Oliveira and Marlene Ferradosa. Several topics were addressed, namely: comparative analysis of national statistical legislations; institutional relations at national and international levels; coordination tools and planning, control and evaluation processes within the NSS; CSE documentation for monitoring and information sharing; operational work of the SCSE; examples of collaborative initiatives; highlighted focus on the Permanent Sections on Statistical Coordination and on Statistical Confidentiality. The SCSE extended its best wishes to the CNEST delegation for continued success and reiterated its availability for any future guidance or support.
COOPSTAT NEWS N.º 27 10 INE participa na Conferência sobre Estratégia Nacional de Dados em Cabo Verde | Statistics Portugal participates in Cabo Verde’s National Data Strategy Conference O INE de Portugal participou na Conferência “Construindo o Futuro Digital: Desafios e Oportunidades para a Primeira Estratégia Nacional de Dados em Cabo Verde”, realizada na cidade da Praia, entre os dias 24 e 25 de abril. O evento foi promovido pelo Conselho Nacional de Estatística de Cabo Verde e reuniu diversos intervenientes nacionais e internacionais. O INE foi representado por Jorge Magalhães, Vogal do Conselho Diretivo, que apresentou a experiência portuguesa na implementação da Estratégia Europeia de Dados. A intervenção destacou as principais etapas, desafios e recomendações, apontando caminhos possíveis para a adaptação à realidade cabo-verdiana. A conferência reuniu decisores políticos, gestores públicos, especialistas em tecnologia e representantes de diferentes setores, com o objetivo de discutir a importância da elaboração e implementação da primeira Estratégia Nacional de Dados de Cabo Verde. Statistics Portugal was represented by Jorge Magalhães, Member of the Board, who shared the Portuguese experience in implementing the European Data Strategy. His presentation highlighted the key phases, challenges, and lessons learned, offering insights on how these could be adapted to support Cabo Verde’s emerging data ecosystem. COOPSTAT NEWS N.º 27 11 Apoio à atualização de inquéritos de conjuntura | Support in updating qualitative short-term surveys Em 3 de abril, realizou-se uma reunião virtual entre o INE de Portugal (INE-PT) e o INE de Cabo Verde (INE-CV), centrada no processo de modernização dos inquéritos qualitativos de conjuntura cabo-verdianos, tanto dirigidos aos operadores económicos como aos consumidores. O INE-CV identificou a necessidade de uma atualização metodológica destes instrumentos, tendo solicitado ao INE-PT apoio técnico neste âmbito. O INE-PT partilhou a sua experiência recente na revisão dos inquéritos de conjuntura no contexto do Sistema Estatístico Europeu, destacando práticas como a atualização bienal da amostragem e a adaptação dos questionários à nova Classificação das Atividades Económicas (CAE). Foram também discutidas metodologias de estratificação e dimensionamento de amostragem, suscetíveis de adaptação à realidade empresarial de Cabo Verde. A sessão contou com a participação do Serviço de Contas Trimestrais e Análise de Conjuntura do Departamento de Contas Nacionais, e do Serviço de Metodologia do Departamento de Metodologia e Sistemas de Informação, do INE de Portugal. On 3 April 2025, a virtual meeting took place between Statistics Portugal and the NSI of Cabo Verde, focusing on the modernisation of Cabo Verde’s qualitative short-term surveys, targeting both business and consumers. The NSI of Cabo Verde identified the need for methodological updates in these surveys and requested technical support from Statistics Portugal in this process. Statistics Portugal shared its recent experience in revising short-term surveys within the context of the European Statistical System. Key practices were highlighted, including biennial update of sampling frames and the adaptation of questionnaires to the new Classification of Economic Activities (NACE). COOPSTAT NEWS N.º 27 12 Reforço da cooperação técnica em estatísticas do turismo | Strengthening technical cooperation in tourism statistics O INE de Portugal e o INE de Cabo Verde reuniram-se virtualmente para discutir a preparação do Inquérito às Deslocações dos Residentes, cuja primeira edição em Cabo Verde está prevista para junho de 2025. O INE-CV solicitou apoio técnico do INE-PT em várias frentes essenciais, nomeadamente nas áreas metodológica, de recolha e de análise. A 21 de março realizou-se um encontro exploratório, que deu seguimento a um primeiro contacto realizado em junho de 2023, confirmando o interesse mútuo em aprofundar a colaboração entre os dois institutos. A 9 de maio teve lugar uma sessão virtual de esclarecimentos, com a participação de pontos focais de todas as áreas envolvidas, que permitiu abordar aspetos em matéria de validação do questionário, métodos de recolha, delineação da amostra e apuramento e análise de resultados. Com vista a uma resposta célere e eficaz, os encontros virtuais são complementados pelo envio regular de documentação técnica e por uma constante troca de correspondência. A assistência técnica foi assegurada pelo Serviço de Estatísticas da Economia Externa, do Departamento de Estatísticas Económicas, pelo Serviço de Integração de Processos, do Departamento de Recolha e Gestão de Dados e pelo Serviço de Metodologia do Departamento de Metodologia e Sistemas de Informação, do INE de Portugal. Statistics Portugal and the NSI of Cabo Verde met virtually to discuss the preparation of the Travel Survey of Residents, the first edition of which is scheduled to take place in Cabo Verde in June 2025. The NSI of Cabo Verde requested technical support from the Portuguese counterpart across several key areas, particularly in methodology, data collection, and analysis. An exploratory meeting held on 21 March followed an initial contact made in June 2023, reaffirming the shared interest in strengthening cooperation between the two institutions. On 9 May, a virtual technical session was held with the participation of focal points from all involved areas, allowing for the discussion of key aspects such as questionnaire validation, data collection methods, sampling design, and data processing and analysis. To ensure a timely and effective response, virtual meetings are being complemented by the regular exchange of technical documentation and ongoing correspondence. The technical assistance has been provided by the External Economy Statistics Unit of the Economic Statistics Department, the Process Integration Unit of the Data Collection and Management Department, and the Methodology Unit of the Methodology and Information Systems Department, from Statistics Portugal. The collaboration also benefited from the contribution of the Satellite Accounts and National Accounts Quality Assessment Unit, which had previously supported NSI of Cabo Verde in the development of the Tourism Satellite Account. COOPSTAT NEWS N.º 27 13 Reforço da colaboração em sistema de gestão de desempenho | Strengthening cooperation on performance management system O INE de Portugal reuniu virtualmente com o INE de Cabo Verde, a 25 de junho, para prestar apoio técnico no desenvolvimento do sistema de gestão de desempenho. O encontro, solicitado por Cabo Verde, dá seguimento a uma colaboração iniciada em 2023, então maioritariamente focada na dimensão de avaliação de recursos humanos. O INE de Cabo Verde prepara-se para testar um sistema de avaliação de desempenho e procurou apoio na definição de objetivos estratégicos articulados com a sua estrutura organizacional. O INE de Portugal partilhou a sua experiência neste domínio, detalhando o processo de definição de objetivos institucionais – estratégicos e operacionais – e a sua integração no sistema de gestão da qualidade e desempenho, fortemente ancorado na legislação nacional (SIADAP), transversal à Administração Pública portuguesa, e nas prioridades estatísticas nacionais e europeias. Registam-se, em particular, o acolhimento de uma “maratona” de ciência de dados, “Hackathon”, que visou intensificar a utilização de soluções de IA nas estatísticas oficiais, e da cerimónia de entrega de prémios da Competição Europeia de Estatística, que reforçou a ligação da comunidade estatística oficial ao meio educativo, em prol do aumento da literacia estatística. Releva-se igualmente o acolhimento de visita de trabalho do INE da Polónia sobre Contas Económicas da Agricultura Regionais, visita de trabalho multidisciplinar do INE da Sérvia (ao abrigo da cooperação destinada à capacitação dos Países Candidatos à UE), bem como o encontro com o Chief Statistician e Diretor da Direção de Estatísticas da OCDE, Steve MacFeely.
