COOPSTAT NEWS N.º 28 8 A 30 de outubro, o INE participou remotamente numa sessão do Diálogo Político de Alto Nível sobre a criação de uma Conta Satélite de Turismo (CST) em São Tomé e Príncipe. O evento foi coorganizado pela UNECA (Comissão Económica das Nações Unidas para África), em parceria com o Governo de São Tomé e Príncipe e com o Escritório do Coordenador Residente das Nações Unidas (RCO), que convidaram o INE de Portugal a partilhar a sua experiência na compilação e divulgação da CST. O turismo é um pilar essencial da estratégia de diversificação económica de S. Tomé e Príncipe. No entanto, a contribuição do setor para a economia permanecia subestimada devido a limitações estatísticas e de informação. Para colmatar essa lacuna estatística, o Governo de São Tomé e Príncipe, em parceria com a UNECA e o RCO, desenvolveu a sua primeira CST – um instrumento analítico que permite quantificar e enquadrar o impacto económico do turismo no sistema de contas nacionais. O projeto incluiu workshops técnicos em 2024 e 2025, culminando num workshop de validação (29 de outubro) e no Diálogo Político de Alto Nível (30 de outubro), no qual o INE participou remotamente. Teresa Hilário, perita do Serviço de Contas Satélite e Avaliação da Qualidade das Contas Nacionais do INE, apresentou a definição e cronologia da CST em Portugal, os resultados mais recentes (dados 2021-2024 na nova base 2021 das Contas Nacionais) e considerações sobre desafios futuros, incluindo fontes de informação e o seu papel enquanto input na medição da sustentabilidade no turismo. O Diálogo de Alto Nível destacou a importância de: • Institucionalizar as estatísticas do turismo através de um Comité dedicado; • Mobilizar parcerias financeiras e técnicas de forma a integrar os resultados da CST no quadro de planeamento nacional; • Promover um compromisso de políticas orientadas pela informação estatística; e • Alinhar as políticas do setor com a Agenda 2030 para o Desenvolvimento Sustentável. On 30th October, Statistics Portugal participated remotely in a session of the High-Level Political Dialogue regarding the creation of a Tourism Satellite Account (TSA) in São Tomé and Príncipe. The event was co-organised by UNECA (United Nations Economic Commission for Africa), in partnership with the Government of São Tomé and Príncipe and the United Nations Resident Coordinator’s Office (RCO), which invited Statistics Portugal to share its experience in compiling and disseminating the TSA. Tourism is a key pillar of São Tomé and Príncipe’s economic diversification strategy. However, the sector’s contribution to the economy remained underestimated due to statistical and information limitations. To address this statistical gap, the Government of São Tomé and Príncipe, in partnership with UNECA and the RCO, developed its first TSA – an analytical tool that allows the economic impact of tourism to be quantified and framed within the national accounts system. The project included technical workshops in 2024 and 2025, culminating in a validation workshop (29th October) and the High-Level Political Dialogue (30th October), in which Statistics Portugal participated remotely. Teresa Hilário, expert from Statistics Portugal’s Unit on Satellite Accounts and Quality Assessment of National Accounts, presented the definition and timeline of the TSA in Portugal, its most recent results (2021-2024 data based on the new 2021 National Accounts base), and considerations on future challenges, such as information sources and the TSA’s role as an input for measuring sustainability in tourism. The High-Level Dialogue emphasised the importance of: • Institutionalising tourism statistics through a dedicated Committee; • Mobilising financial and technical partnerships to integrate TSA results into the national planning framework; • Promoting a commitment to policies guided by statistical information; • Aligning sector policies with the 2030 Agenda for Sustainable Development.
