COOPSTAT NEWS N.º 23 12 Cooperação com os Países de Língua Portuguesa Cooperation with Portuguese-speaking Countries A experiência dos Censos 2021 realizados em Portugal foi igualmente partilhada no contexto da CPLP, em particular o sucesso da recolha pela internet, através do eCensos, cuja adesão pela população destacou o seu elevado sentido cívico com a colaboração de respostas em tempo útil. As circunstâncias excecionais de saúde pública em que os Censos foram realizados, com a pandemia COVID-19, sujeitaram o INE a desafios imprevistos e de elevada complexidade para a operação censitária. O INE de Portugal partilhou os desafios ultrapassados por todos os intervenientes nos Censos, nomeadamente a implementação de umPlano de Contingência, nunca antes realizado, de modo a garantir a qualidade da execução dos censos, e acautelar os riscos para a população, recenseadores e demais colaboradores com relação às condições de segurança de saúde pública. Da Reunião de Presidentes e Diretores-Gerais, destaca-se o apoio expressivo à continuidade da cooperação e à implementação Programa Estatístico da CPLP entre 2023 e 2025, nos moldes revistos apresentados pelo INE de Portugal. De relevar que esta revisão visou adaptar o programa às disrupções e suspensão causadas pela crise pandémica, alargando a sua duração (até 2025), dotando-o de maior flexibilidade face às modalidades de implementação e maior resiliência financeira, bem como reforçar as atividades em áreas consideradas prioritárias pelos parceiros, nomeadamente nos projetos de Coordenação, Difusão e Objetivos de Desenvolvimento Sustentável. Nesta reunião, deliberou-se ainda sobre a organização da próxima Conferência Estatística da CPLP, registando-se a disponibilidade manifestada pelo INE de Cabo Verde para acolher o evento, tentativamente em dezembro de 2024. The experience of the 2021 Census carried out in Portugal was also shared in the context of the CPLP, in particular the success of data collection over the internet, through eCensos. The adherence by the population was highlighted by the high civic sense, reflected in the collaboration through timely responses. The exceptional public health circumstances in which the Census was carried out, with the COVID-19 pandemic, posed unpredictable and complex challenges for the census operation. Statistics Portugal shared the challenges overcome by all those involved in the Census. These were, most notably, the implementation of a Contingency Plan, never carried out before, in order to ensure the quality of the census execution, and safeguarding risks for the population, interviewers and other relevant stakeholders with respect to public health safety conditions. From the Meeting of Presidents and Directors-General, it stands out the expressive support to the continuity of cooperation and the implementation of the CPLP Statistical Programme between 2023 and 2025, in the revised models presented by Statistics Portugal. It should be noted that this review aimed to adapt the programme to the disruptions and suspension caused by the pandemic crisis, extending its duration (until 2025), giving it with greater flexibility in terms of implementation modalities and greater financial resilience, as well as strengthening activities in areas considered a priority by the partners, namely in Coordination, Dissemination and Sustainable Development Goals projects. This meeting also deliberated on the organization of the next CPLP Statistical Conference, noting the willingness expressed by NSI in Cabo Verde to host the event, tentatively in December 2024.
